Bills

During the parliamentary lawmaking process, the Houses of Parliament debate and vote on legislative proposals, known as bills, with a view to enacting these as Acts of Parliament. There are two main categories of bills: public bills and private bills.

Public bills are so called because they affect the public at large, have an impact on society and reflect public policy. Most public bills are government bills. These are devised and presented to Parliament by government departments and usually announced in the Queen’s Speech during the state opening of Parliament as part of the government’s legislative programme. The Immigration Bill, presented to Parliament by the Home Office to tighten immigration and asylum law and deter the exploitation of migrant labour, is a recent example. It has since been enacted as the Immigration Act 2016.
