Whether those serving a term of imprisonment should be granted the right to vote is an issue that strongly divides public opinion. A poll conducted by YouGov in November 2012 found that only 32% of respondents favoured any relaxation of the current restrictions on voting. The survey coincided with the publication by the government of the Voting Eligibility (Prisoners) Bill, a draft bill setting out a series of options for reform in response to the ruling in Hirst v UK (No. 2) (2005) by the European Court of Human Rights (ECtHR) (Box 1).
