On 20 April 1968, Enoch Powell, the shadow defence secretary and MP for Wolverhampton South West, made a speech on race relations to the West Midlands Area Conservative Political Centre. What would eventually become the 1968 Race Relations Act, introduced by the Labour government, was being debated in Parliament. Although the consensus of the Conservative shadow cabinet was to take a bi-partisan approach to the issue of immigration, Powell (a controversial figure in the party) had other ideas.
