In economic downturns most governments borrow on a large scale. They generally have little choice. Tax revenue tends to fall and there are additional demands for expenditure. In the USA, the federal government faced particular difficulties in the most recent economic downturn:

■ During the years preceding the crisis there had been tax cuts while at the same time expenditure levels were increased significantly.
