What do we mean by ‘disability’?

Is there a shared understanding of what we mean by disability? Do the labels applied to disabled people matter?

In 2011, the World Health Organization (WHO) estimated that more than 1 billion people across the world — approximately 15% of the population — live with a disability. This number is likely to rise in the light of ageing populations.
