The UK Parliament comprises two chambers and both have an important role in the passage and scrutiny of legislation. However, the fact that the Commons, unlike the Lords, is elected has a critical impact on the scope of their respective functions.
The passage of legislation can begin in either chamber of Parliament. However, there are a number of significant differences between the roles of the chambers in making laws, all of which attest to the primacy of the Commons as the elected House:
