What word would do you think has been left out of this sentence?

I expect that for very few of you ‘marriage’ would be the first word that came to mind, but it is the missing word. The quote comes from David Willetts, the then Shadow Education Secretary, in a Guardian interview on the proposed green paper discussing Conservative family policy (December 2009).
