Many Western countries have become increasingly concerned in recent years by the threat or occurrence of terrorist attacks — particularly those carried out by people often described as ‘Muslim extremists’. These include the 9/11 attacks in New York and Washington in 2001, the 2004 bombing in Madrid, the 7/7 bombings in London in 2005 and the murder of Drummer Lee Rigby in south London in May 2013. In addition, there have been arrests in Canada, the Netherlands, Germany and Denmark of young Muslim men suspected of planning terrorist attacks.

A key concern here are actual or attempted attacks by Muslims living in, or who were born in, Western countries — sometimes referred to as ‘home-grown terrorism’.
